Unconstrained MRP Planned % (Percentage) Safety Stock Calculated Incorrectly

Symptoms
Users are on base 12.1.2 with the following 12.1.3 (CU6) patches:
R12.1.3 Patch 9750293 - 64 bit planning exe files
R12.1.3 Patch 9482453 - Patch for 12.1.2
Users are testing MRP Planned % in safety stock with an Unconstrained ASCP plan. They uploaded a couple of examples where they thought the safety stock was wrong in its calculations for the first bucket. However we found the first item was planning safety stock correctly (Item = 3306301) and the problem they had with the calculation was that they did not include the past due demand. Once that was added to the calculation, all was as expected.
We expected to find the same problem on the other item but we did not. Example:
Item = JMSafety
Item_id = 47269
Org Code = TST:M1
Org Id = 60
Safety Stock Days = 20
Safety Stock % = 2500
Calendar = 5 on 2 off
Plan run 15-SEP-2010 with 150 days/12 weeks/4 periods - so all safety stock planning looked at is in daily buckets
Profiles:
MSC: Safety stock change interval (Days) = 1
MSC: Smoothing method to calculate Safety stock within Chang interval = 2 (Average)
MSC: Maximum Percentage variation in safety stock values = NULL
MSC: Minimum Percentage variation in safety stock values = 0
Demand for Day 1 through 20:
Day 1 = 3283 (includes past due)
Day 4 = 1834
Day 9 = 1686
Day 10 = 210
Day 14 = 1877
Day 18 = 222
Day 19 = 2099
Total = 11211
Divide by 20 days for average = 560.55
Multiply by 25 (2500%) so the first bucket safety stock was expected = 14013.75 rounded to 14014. What the plan showed was 12709 which is considerably lower. This happens with bad calculation for about the 1st 10 buckets, then it appears it does it correctly after that. We can't explain why one item calculates as expected but this item does not. There's no smoothing and all buckets are in daily buckets
We followed Note 376451.1 so we're certain we calculated properly
STEPS:
1. Setup safety stock MRP Planned % and Days
2. Run Collections
3. Run unconstrained ASCP plan
4. Some items safety stock is fine while others are not
