Not Able to Save Application Preferences for New OFSAA User - Save Failed Error

Symptoms

On Asset Liability Management (ALM) 5.1, when attempting to change the As Of Date and save Application Preferences the following error occurs:

ERROR
Save failed.

This issue is reproducible with new users.

STEPS
The issue can be reproduced at will with the following steps:
1. Create a new OFSAA user, authorize and assign appropriate user groups

2. Financial Services Applications -> Asset | Liability Management -> ALM Maintenance -> Application Preferences
3. Choose new as of date from Calendar picker
4. Click Save

==> Popup error window returned.
