Can Not Cancel Deal Or Service of Product With Future Purchase_start

Symptoms
The issue occurred on 7.4 PS5 when cancelling a deal backdated, received error "Backdating time cannot be before the purchase_start_t".
Steps:
1. On Oct 1, 2010, create an account with a plan (with current date or backdate the account creation).
The product/discount starts in a future date, for example Oct 21, 2010.
2. On Nov 1, 2010, run billing.
3. On Dec 1, 2010, run billing again.
3. On Dec 2, 2010, cancel the deal backdated to Oct 6, 2010 (the backdated date should be earlier than the product/discount start date).
