User Cannot Process Exception After Refreshing Workgroup Cache

When the user is trying to do a workgroup refresh, the application returns:
Connection to web server cannot established .Please try again later
After the user got permission by adding to OMS_xml_api group to refresh the workgroup cache, the users could not process the exception on the work order.
