Pin_bill_accts Performance Issue With Large Customers (Doc ID 1266555.1)

Symptoms

When billing is run using pin_bill_accts with file option for only one account which has around 650 services and 1000 products, it is taking long time. Time taken for completion of billing exponentially increases with the number of purchased products. For the account mentioned above, it took exactly 57 minutes.
