No Admin Access To All Categories In PPM (Doc ID 1268882.1)

Symptoms

When logging into PPM, the following warning is generated: "Warning! The logged in user has special permissions to change any security settings in the system. Use this user to release accidental security lockouts. Note: You will not be able to view or edit data using this user."

The user has no edit access to any object in the entire db (categories, users, scorecards....). Further, user cannot even see category data on the screen, just little padlocks on all fields.
