Purchase Requisitions/Internal Requisitions Not Rescheduling Out Properly To Maintain Safety Stock Or Confusing Reschedule In/Reschdule Out Actions When There Is No Safety Stock For The Item (Doc ID 1269198.1)

Users are on base install of 12.1.3 and have applied no VCP/ASCP patching

A.  Scenario 1:

For Item: A
Safety Stock (INV hard safety stock) Qty = 30 set effective from 20-JAN 2010.
Plan was run on 03-APR-2010.
There are past due purchase requisitions for the item.
But after plan runs, and checking the horizontal plan, users see that Projected Available Balance is showing below safety stock & negative quantity. As per user observation, after the plan run plan run, all past due requisitions have not rescheduled out properly to maintain qty = 30 safety stock for the item

B.  Scenario 2 - No safety stock setup:

The problem the users have is specific to internal requisitions with action = Reschedule In or
Reschedule Out. The problem does not appear to occur on regular make or buy from outside suppliers. This is an ECC constrained plan but we believe it's the MBP phase having the issue. We would expect supply demand netting to do reschedule in/out messages as per normal design. However the pegging and reschedule in/out is very erratic and confusing where it pulls internal
requisitions from way beyond other IR's that should be rescheduled first.  Then it takes some of the close in IR's and pushes them out beyond the other IR's that were rescheduled in.  Example for same item A having several unfirm internal requisitions

Day 1 Qty = 10
Day 5 Qty = 15
Day 15 Qty = 20
Day 20 Qty = 25

Old Due Date of existing Internal Requisition
Day 3 Qty = 8
Day 5 Qty = 17
Day 15 Qty = 20
Day 20 Qty = 25

Sugg Due Date provided from plan output for the IR's
Reschedule out Day 3 Qty = 8 to Day 20
Reschedule out Day 5 Qty = 17 to Day 20
Leave Day 15 IR as is (action = None)
Reschedule in Day 20 Qty = 25 to Day 3

It's clear the above makes no sense to reschedule

Steps to reproduce:
1.  Run unconstrained or constrained ASCP plan
2.  Some items have no proper reschedule messages to keep safety stock satisfied
3.  Some items have erratic messages to reschedule in/reschedule out which makes no sense even if there's no safety stock defined
