Collections Action Audit Event Got Generated Twice

Symptoms
When changing Collections action status from CANCELED to PENDING, Collections action audit event got generated twice.
Steps to Reproduce:
1) Create collections action.
2) Change status to CANCELLED.
3) Execute opcode PCM_OP_COLLECTIONS_SET_ACTION_STATUS to change status to PENDING.
In CM logs, two events (/event/audit/collections/action) can be found.
