Plan Transition Does Not Cancel Discount When Deal Does Not Contain Any Product And Has Only Discount

Symptoms
If a plan has a deal which has only a discount then even though a plan transition is made, the discount is still active.
Replication Steps
Created a Plan with options with the following settings
Plan --> Plan_1 has 2 Deals
Deal 1 : It has only one discount.
Deal 2 : It has a product and a discount of its own.
Following are the observations made during account creation in customer center with different setups in pricing center.
Scenario 1: When Deal 1 is optional and Deal 2 is mandatory
Result: The system would cancel both the deals and new deal is active.
Scenario 2: When Deal 1 is mandatory and Deal 2 is optional
Result: The system would hang and wouldn't allow to make transition.
Scenario 3: When Deal 1 is mandatory and Deal 2 is mandatory
Result: Deal 2 is canceled. New plan gets activated(as per the functionality), but Deal 1 which has only one discount is still active.
Again created a new plan with options to test another scenario for work around.
Plan --> Plan_2 has only one deal which has one discount and a dummy product.
Found that the discount was getting canceled during plan transition when the deal contained a dummy product along with the discount.
