OCSB Doesnot Process The FCI Sent In The SIP INFO,Which Is Retransmitted For 32s

There were 4 PN servers and 2 AS nodes running at 15CPS call rate with the following call flow:
At some calls, the OCSB does not process the FCI (FurnishChargingInformation and FurnishChargingInformationSMS) sent in the SIP INFO, this INFO is retransmitted for 32 seconds.
The issue can not be reproduced at 5 CPS.
