Apollo Cartridge Marking Unspecified Service Unavailable Error As Succeed Instead Of Fail (Doc ID 1272435.1)

On Apollo Cartridge:

Find that when APOLLO Network Element threw:

The cartridge is handling this error as SUCCEED rather than FAIL while processing the order.
As a result, no fallout was generated and APOLLO Network Element remained un-updated.
Any unspecified user error should be mapped to 'NO_UDET_MATCH' and base_type 'FAIL'.

It mainly affects the bulk orders processing and around hundreds of orders get affected when problem occurs.
No changes have been done recently which could affect this problem and no workaround is available.
