Products with cycle end date set are rated in advance when the cycle end is within a quarter from an accounting date.

General information:
- There are two billing frequencies available in the system, monthly and quarterly. This is implemented using dual cycle fee events in each product, one for monthly fees and one for quarterly fees. When a customer is having monthly billing a zero-priced rate plan is used for the quarterly fee and when quarterly billing is set the monthly rate is zero.
- Cycle forward fees are used.
- Switches between billing frequencies are done on the same date as the quarterly fees end for a customer.

Problem is best described by an example:
- Customer has monthly billing and is billed on the 5th each month.
- The customer has a product with a cycle end set to 2010-05-17 (YYYY-MM-DD).

1) On 2010-02-05 a zero-rate rate plan is applied to the quarterly event until 2010-05-05 since the customer has monthly billing. The monthly part is non-zero rated until 2010-03-05.

2) On 2010-02-22 the customer orders a switch in billing frequency which will take place prior to billing on 2010-05-05.

3) When billing/accounting takes place on 2010-03-05 our problem occurs. The problem is that the quarterly fee of the product is rated for the time interval between 2010-05-05 and 2010-05-17.
We guess that this is happening since the cycle end is within a quarter from 2010-03-05. This portion between 2010-05-05 and 2010-05-17 is zero rated since the customer is still configured to have monthly billing.

4) The monthly fees are applied as expected until 2010-05-05.

5) Right before billing on 2010-05-05 the customer is changed from monthly to quarterly as planned.

6) Then on 2010-05-05 when new cycle forward rates are applied the monthly fee is zero rated and nothing is applied for the quarterly fee since it has already been rated in 3. Hence, the product is zero rated for the time period between 2010-05-05 and 2010-05-17.
