ASAP PSX Cartridge - Requires the Ability To Retry when "Record Is Locked" Response is Received From PSX (Doc ID 1272561.1)

Symptoms

User is getting an error from the PSX that states "This record/s currently
locked or in use. Try later. (rc=17)".We need the ability to retry when this
specific error occurs.

PSX is returning an error that needs to be set to "RETRY", but the msg is
mapped to PSX_ERR_DB_OPR_FAIL which is too generic to retry. Customer needs an
exit type that is specific to this error msg.
