No Job ID In Job Status Window For Scheduled Jobs

When scheduled jobs are entered, there is no entry in the Job Status window and no new Job ID appears in the Job Status window. 
Jobs are not scheduled.  You have tried scheduling jobs all different ways and they do not get scheduled.
Manual Batch Validation for the same study works fine.

How do you schedule jobs so that they appear in the Job Status window?
