Upgrading OSM With New Weblogic Server Domain Raises LoggingResourceException

Symptoms

After Upgrading OSM and using a new Weblogic Server domain an exception similar to the following may be encountered during application startup:

Cannot boot unless all configured logging last resources (LLRs) initialize.
