Goal

If a field activity in CC&B is sent through the MPL listener to MWM and MWM is down, 
are messages queued and automatically resubmitted when a field activity in CC&B is sent through the MPL listener to MWM while it is down?  Does this require a retry in CC&B when MWM comes back up?
