INTDLOADDATES Unable to Load Handle When Cut Starts on First Hour of a Fall DST (Doc ID 1274734.1)

Symptoms

When loading an interval data cut or a series of interval data cuts where a cut starts on the first hour of a fall DST boundary, the load fails.

Example:

STOPTIME_3 = DATETIMEFROMSTRING("10/29/2009 23:59:59" , "MM/dd/yyyy HH:mm:ss");
STOPTIME_4 = DATETIMEFROMSTRING("11/30/2009 23:59:59" , "MM/dd/yyyy HH:mm:ss");
STARTTIME_5 = DATETIMEFROMSTRING("11/01/2009 00:00:00" , "MM/dd/yyyy HH:mm:ss");
STOPTIME_6 = DATETIMEFROMSTRING("11/30/2009 23:59:59" , "MM/dd/yyyy HH:mm:ss");
CURVE1 = INTDLOADDATES(RECCHAN , STARTTIME_1 , STOPTIME_2);
CURVE2 = INTDLOADDATES(RECCHAN , STARTTIME_1 , STOPTIME_3);
CURVE3 = INTDLOADDATES(RECCHAN , STARTTIME_1 , STOPTIME_4);
CURVE4 = INTDLOADDATES(RECCHAN , STARTTIME_5 , STOPTIME_6);

Curve2 and Curve3 are not loaded.
