Load_Tax_Supplier Does Not Store The First Address (Doc ID 1274744.1)

Symptoms

The BRM load_tax_supplier utility does not store the first address.

Steps to Reproduce
================

Load the sample file provided and check the CONFIG_TAXS_T table : the address is empty for the first line unlike the second line although it was filled in for both entries in the xmll file.
