Load_Tax_Supplier Does Not Store The First Address

Symptoms

The BRM load_tax_supplier utility does not store the first address.

Steps to Reproduce
================

Load the sample file provided and check the CONFIG_TAXS_T table : the address is empty for the first line unlike the second line although it was filled in for both entries in the xmll file.

For the normal characters the address field value will works fine and inserted into the table.

The problem was with the special character or latin character  (e.g., ç or ã)
