Symptoms

PIN_ERR_NO_MEM during pin_bill_acct:-

* Issue happens when there are about 300000 accounts to be billed in the system.
* No other processes are being run in parallel with billing.
* No changes were made to "fm_rate_pol_process_eras.c" file.
