All Production Terms in TMS Disappear when Test Data is Hard-Deleted using Default '%'

Symptoms
TMS 4.5.2
For our Electronic Data Capture studies data is batch loaded into Oracle Clinical from external site.
Data is batch loaded initially in test mode, and later production data is batch loaded in prod mode.
Prior to study freeze the trial team clean up test data by hard-deleting using default % (in test mode).
This causes all terms to be deleted in TMS production for the study !
We can get the terms back by forcing TMS re-derivation, but our medical coders and the trial teams are concerned when this happens.
