Administrator Account Cannot Logon To Argus: "The user is already logged into the system from Client Server application"

Symptoms

User is unable to log into Argus Safety. When the user attempts to log into the application they are presented with the following error:

The user is already logged into the system from Client Server application. You need to logout from the system if you want to login through web system.

This error started occurring after the user account was reset (see Note 1212078.1) after being locked from 3 unsuccessful login attempts.
