User Account Lockout Not Working In Agile 9.3 Weblogic Environment (Doc ID 1276180.1)

Symptoms

On : 9.3.0.2 version, User Account Lockout not working with Weblogic environment

Steps to reproduce:

1. In account policy, set to lockout user account after 5 attempts.
After entering incorrect password 4 times, the message says "invalid username and password'.
at 5th attempt, get the same message ""invalid username and password'.
2. Admin user goes to user profile, click Reset User account, once entering new password, gets the following message:
"Cannot reset this user account. Account Lockout may not be enabled or the user account has not been locked."

Expected behavior:
In account policy, set to lockout after 5 attempts,after entering incorrect password 4th times, the message at 4th try should be " if your next login attempt fails your account will be locked".
at 5th attempt, the message should be "You have exceeded the number or allowable login attempts and your account has been locked. please contact your PLM administrator".
Admin user then can go to user profile, click Reset User account to reset user password.
