Report is Not Ready/Available Error When Viewing Reports (Doc ID 1276948.1)

Symptoms

On : AERS 4.6.2 version, Reports

The output is not displayed when attempting to view completed AERS reports.

The status of the report reflects 'C' indicated it has completed successfully however when attempting to view the following message is returned: 

'Report is not ready/available. Do you want to view the log?'

The generated PDF file is generated and viewable on the middletier but does not successfully get uploaded to Portal.

STEPS

The issue can be reproduced at will with the following steps:
1. Generate an AERS Report
2. Select to view output
