Symptoms
Created 10 number blocks, each block of number consists of 10,000 telephone number. Thus we have 100,000 numbers that were unable to delete via Number Administration Center.

The issue can be reproduced at will with the following steps:
1. create 10 number blocks, each block consists of 10,000 numbers.
