Find ASCP Creates Excess Planned Oder for ATO Sales Orders
A discrete job (work order) has been created and linked to the Sales Order.
(The Sales Order was loaded in the MDS and the MDS was collected to ASCP instance for planning)
However, ASCP created another Planned Order which causes excess supply.

Expect ASCP not to create excess planned orders instead use the existing WO supplies.

The issue can be reproduced at will with the following steps:
1. Enter a SO.
2. Create a discrete job and link it to the SO.
3. Run collections and plan.
4. Query the results in PWB.

The issue has the following business impact:
Customer is going live soon, and will do UAT this week. The problem need be resolved before Dec 31.
ASCP is giving wrong recommendations.
