npMfileRuleDaemon Won't Start due to Invalid mfile Content

The npMfileRuleDaemon process won't start and you get error messages like:

Jan 5 05:18:57 npMfileRuleDaemon(8349) cmnMfileCurrent=0 cmnMfile.c@357: mfile /IN/service_packages/NP_SERVICE_PACK/LCR/mfiles/NP_RULE.mfile belongs to another application

This error message is probably generated because of an issue in the structure of the NP_RULE.mfile file
