cmt_mta_cycle_fees Is Creating Balances With Valid_to Equal To The Migration Date

Symptoms
cmt_mta_cycle_fees is creating balances with valid_to equal to the migration date but expect to see balances with valid_to equal to the end cycle date.
Steps to Reproduce:
1) cd $PIN_HOME/apps/cmt;
2) pin_cmt -import -file input_filename
3) pin_cmt -import_custom -file input_filename
4) pin_cmt -deploy 28 12
The issue was seen when pricing had a non-currency resource grant. Also cm/pin.conf entry rate_change was enabled.
Also, before migration, /billinfo had
1 PIN_FLD_ACTG_LAST_T TSTAMP [0] (1290913200) 28/11/2010 00:00:00:000 AM
After migration, /billinfo had
1 PIN_FLD_ACTG_LAST_T TSTAMP [0] (1292617519) 17/12/2010 17:25:19:000 PM
The DOM was 28, migration date was Dec 17. This should not change.
