Data Extract Views Show Duplicate Records After Applying Patches

After proceeding through the following navigation,

OC NAV: Definition > Data Extract View Builder > View Definitions > Map (button) > DCM (LOV)

you attempt to map previously defined DCMs to an Active view's Question Name when you notice that not all DCMs show up in the LOV. There are also times when the form automatically assigns a DCM without allowing you to select from the LOV.

Is this expected behavior? What causes the different behavior?
