ASCP Plan Run On Non Working Day In Plan Owning Organization Generates Unnecessary Supply Planned Orders (Doc ID 1282213.1)

Symptoms

Users are on Based 12.1.2 of Apps with the following VCP patching for 12.1.3 which effectively makes them on CU6 level:

R12.1.3 Patch 9750293 - 64 bit planning exe files - Patch for 12.1.2
R12.1.3 Patch 9482453 - Patch for 12.1.2

Users run an Unconstrained ASCP plan and the plan owning organization uses a US calendar with the normal US holidays, but they do no planning in the Plan owning organization.  They found an issue that looks very similar to 11.5.10 <Bug 6371753> PLANNED ORDER DEMAND IS CREATED ON A NON-WORKING DAY.  (Customer version mslnw2.ppc 120.213.12010000.65)

When the plan is run on a holiday for the calendar attached to the Plan owning organization, it creates a planned order with the expected quantity but it's Sugg Due Date is too early.  Example from users screen shots:

A.  Plan owning Organization = TST:M1 has the calendar code = VISION01 with the following non working days for test purposes:
Thur 16-SEP-2010
Fri 17-SEP-2010

B.  Organization TST:M2 is an INV organization that has the above as working days and is attached in the plan options of the ASCP plan

C.  The plan run date was 16-SEP-2010 (non working day for M1 (Plan owning org)

D. In looking at the output in the ASCP workbench in Org = M2 for item = JMMfg we see the following:

Demand
------
Sales Order MDS Qty = -16 due 15-SEP-2010
Sales Order MDS Qty = -16 due 15-SEP-2010
Sales Order MDS Qty =  -5 due 15-SEP-2010
Sales Order MDS Qty = -50 due 07-OCT-2010

Total Demand = -87

Supply
------
On Hand = 50 (Pegged to all 15-SEP-2010 demand = 37 and balance of 13 pegged to demand on 07-OCT-2010 - leave a balance of -37 for demand)

Planned Order Qty = 37 due 16-SEP-2010 (Plan anchor date) - This should not be due until 07-OCT-2010 so while the qty is correct, the suggested due date of the planned order is too early.

E.  If the plan is run on a working day in Org = M1 then there is no problem found.  They've seen this issue on 04-JUL-2010 plan run and 06-SEP-2010 as these are USA holiday dates. 

F.  Support duplicated this internally on the same type of patching instance as the customer (those details are later in the bug)

G.  Test runs on any valid working day for the plan owning organization always provide expected output.  Issue is specific to running the plan on a non work day in the plan owning organization
