Pipeline Manager Does Not Dequeue <ReratingCompleted> Event (Doc ID 1282404.1)

Pipeline did not dequeue ReratingCompleted event.

The steps to reproduce are:
1. start ifw
2. create acct on 11/17/2010
3. move pvt to +5 days.
4. run rerate:

pin_rerate -a 6307582 -t 11/17/2010
pin_rerate -process jobs
pin_rerate -process queue
pin_rerate -rerate

5. Check state of the queue: report -r detail -l pin24/pin24@portaldb

The result is:

The ifw console output shows error:

Starting to process ...

ERROR: exception detected in 'unregistered object'; invalid state change; Unrecognized exception

However, Listerner.log show both events being dequeued:

0 PIN_FLD_JOB_OBJ POID [0] /job_batch/rerate 12516208 0

Issue is reproduced before and after 7.3.1 Overlay patch 9864771 installed.
