Symptoms
Pipeline did not dequeue ReratingCompleted event.
The steps to reproduce are:
1. start ifw
2. create acct on 11/17/2010
3. move pvt to +5 days.
4. run rerate:
Issue is reproduced before and after 7.3.1 Overlay patch 9864771 installed.
