TRANSFORM DATA Component Rules or Post Load Transformations Missing from OFSAA

Symptoms
After installing a patch in Oracle Financial Services Analytical Applications infrastructure (OFSAAI), you cannot see the Component TRANSFORM DATA in the Operations > Batch Maintenance > Batch Definition screen and, as a result, cannot run the table classification rule Batch_Table_Class_Req in the Batch Scheduling screen. You expect to be able to select the TRANSFORM DATA Component and see Batch_Table_Class_Req and many other rules in the Parameters screen under Rule Name.
Or, you can see the TRANSFORM DATA Component, but the Rule Name list in the parameters screen is empty / blank.
Additionally, when you go to the Unified Metadata Manager > Data Management Tools > Post Load Changes, the seeded Post Load Transformations are missing from the left side of the screen.
