Clarification of propagate_discount in CM/pin.conf (Doc ID 1283865.1)

Goal

Adding an account to DSG (Discount Sharing Group) triggers OP_SUBSCRIPTION_APPLY_RATE for all purchase objects of children accounts.

If we enable the entry fm_subscription propogate_discount in cm/pin.conf, this works fine.
If we disable the entry, it does not call for these purchase_products of all the children.

- fm_subscription propagate_discount 0

Is the discount only limited to cycle forward events, or all the events?
If it is granting discount on purchase fee, do you agree that "propagate_discount" flag will give discounts to a member in the DSG by the parent, when the member purchases any product before the next bill cycle (even if the "propagate_discount" flag is set to "0")?
