Accounting Start Packet Through Rad_tester Utility Hang While Testing New Plans (Doc ID 1284858.1)

Goal

When we ran some tests for accounting packets, to <HOST> rate plans, rad_tester application doesn't come back to shell prompt. It remains in run state indefinitely. In cm.pinlog file, it shows DEBUG message as below :
