File Path Incorrect for Documents on shared file folder when creating a new Document Record Using Browse Function (Doc ID 1285513.1)

Symptoms

After upgrading to 1.9.X, users are unable to open documents stored in a shared file folder that they created
using the Browse function in the document control module or the create document action wizard in other modules. The file path is missing a \.

Problem occurs in the document control module as well as the create document action wizard available on all modules that allow attachments.

2) ### Steps to Reproduce ###
Open Document Control Module. Create a new record and use the Browse function to navigate to a document in a shared file folder. File path that the browse function returns, is incorrect.It has one slash (\) instead of 2 slashes.  For example the path returned is:

\Spl-walnutcreek.xx.xxxxx.xxx\users\

It should be:

\\Spl-walnutcreek.xx.xxxxx.xxx\users\
