Symptoms

The following error was raised while running the upgrade script for Patch Set 7:

Steps to reproduce:
1. Create two roles in Permission Center, add permission type /customercenter/summary/customertype to each role.
2. Run query
SELECT action FROM service_admin_permitteds_t WHERE action LIKE '/customercenter/summary/customertype';
to confirm the output is more than 1 row.
3. Run pin_upgrade_74ps7.pl
