Message Appears Twice If Using edrAddAdditionalStream (Doc ID 1285960.1)

Goal

A log message appears twice if edrAddAdditionalStream is used in the Pipeline Manager configuration.

Steps to reproduce

The issue can be reproduced at will with the following steps:
1. Used an IRule to add an addition output stream in case of discard record.
2. Reject an EDR by the FCT_discard. The discarded record is in two different output files.
3. Note that the message of discarding appears twice in the log file (stream file).
