Oracle Messaging Exchange Server: Dictionary / Spellcheck does not recognize some words or contractions (Doc ID 1286259.1)

Symptoms

Contractions and some words are not recognized during a spellcheck.  Running spellcheck on words such as "isn't" and "I'll" are seen as separate words "isn t" and "I ll" which the spell checker finds "isn" and "ll" to be misspelled words.

 However,  words such as "can't" are seen as "can t."  The spellcheck appears to not find a problem with "can" as it is a word and the check seems to ignore single-letter words.
