Java Applications Not Working After Installation/Upgrade Using JBoss, server.log File Shows "SQLException: Io exception: The Network Adapter could not establish the connection" (Doc ID 1287453.1)

Symptoms


Using Oracle Utilities NMS version 1.9.0.2.5, the Java applications are not working.  The JBoss server.log file shows "SQLException: Io exception: The Network Adapter could not establish the connection"


WARN [org.jboss.resource.connectionmanager.JBossManagedConnectionPool] Throwable while attempting to get a new connection: null
org.jboss.resource.JBossResourceException: Could not create connection; - nested throwable: (java.sql.SQLException: Io exception: The Network Adapter could not establish the connection)


Other errors/warnings will appear in the log due to this issue:
WARN [com.splwg.oms.ejb.publish.CorbaPublisherService] Cound not get naming context
org.omg.CORBA.COMM_FAILURE: Cound not get naming context

ERROR [com.splwg.oms.ejb.login.LoginEJB] Error quering USER_PERMISSIONS table

ERROR [org.jboss.ejb.txtimer.TimerImpl] Error invoking ejbTimeout: javax.ejb.EJBException: Exception [EclipseLink-4002] (Eclipse Persistence Services - 1.0.1 (Build 20080905)): org.eclipse.persistence.exceptions.DatabaseException

Changes

 NMS was upgraded to a more recent version.

or

 The database was moved to a different server where the default port changed from 1521 to 15000
