'New' And 'Permission' Buttons Disabled and SQL Link Missing on the AC Library Screen (Doc ID 1288028.1)

Symptoms

The 'New' and 'Permission' buttons are not enabled in the Advanced Condition Library page, nor is the SQL link visible.  This is irrespective of whether the “AC admin” option in the user configuration screen is checked or not.
