Symptoms
Cannot transfer ATOs and CTOs. ATOs and CTOs are in released status. An error appears on the Where Used tab:
Error: Unable to extract {0}. See log file
Server log error:
<PCExtractTask:ERROR> Unable to extract {0}. See the log for details
com.agile.util.exception.CMAppException: Insufficient privilege.

Existing working ACS setup from Agile 9.2.2.1
