If Delayed Billing Is Used, Two Same Bill Items Create In Third Bill

Goal is to find why does two same bill items create in third bill if delayed billing is used,

Steps To Reproduce :

1. Switch on the CM flag "config_billing_delay".
2. Create new account in Customer Center.
3. Close first billing cycle. (look pinlog (delayed.pinlog) of first billing)
4. Close second billing cycle. (look pinlog (delayed1.pinlog) of second billing)
5. Close third billing cycle:

Third bill has two same bill item with type "/item/usage/international_call".
