IPSA UI Installer Abnormal Termination

When installing an IPSA Patch an internal error is seen when using the Oracle Installer. The installer logs show errors like the following:

SEVERE: Abnormal program termination. An internal error has occured. Please provide the following files to Oracle Support :

"C:\Program Files\Oracle\Inventory\logs\installActions2011-01-28_02-38-35PM.log"
"C:\Program Files\Oracle\Inventory\logs\oraInstall2011-01-28_02-38-35PM.err"
"C:\Program Files\Oracle\Inventory\logs\oraInstall2011-01-28_02-38-35PM.out"
INFO: User Selected: Yes/OK
