Goal

On CCB v2.3.1, running on Microsoft Windows x64 (64-bit) v2008 R2, database environment Oracle Server - Enterprise Edition v11.2.0.1, after logging in, top toolbar menu is not visible.

EXPECTED BEHAVIOR
-----------------------
Expect top toolbar to be visible so that Admin Menu, Main Menu and all the items can be accessed.
