On Customer Care and billing (CCB) v2.3.1, running on Microsoft Windows x64 (64-bit) v2008 R2, database environment Oracle Server - Enterprise Edition v11.2.0.1, after logging in, top toolbar menu is not visible.

Expect top toolbar to be visible so that Admin Menu, Main Menu and all the items can be accessed.
