Discrepancy alert does not show for blank mandatory fields

Symptoms
During data entry in RDC Onsite, when the cursor is inside a field with a mandatory question and the user enters something that triggers a discrepancy, the Validation error and Reason for change window shows up as expected.
However, if the field is blank and the user does not enter anything and simply presses TAB to go to the next box or clicks away, there is no Reason for change pop up or anything else to alert the user that he had not supplied anything on a mandatory field.
If the field has something filled in and the user deletes that value to leave the field blank, the alert shows up as expected "Value for *** has not been supplied"
If the user saves the CRF (Save edits & Save complete/incomplete) leaving the mandatory fields blank, the respective discrepancies are created and the discrepancies appear on the right.
