A JSR116 or JSR289 (SIP Servlet API) based SIP session has the following states INITIAL, EARLY, CONFIRMED, and TERMINATED where EARLY is the state during call setup and CONFIRMED is the state when the call is established.
The transition to the state CONFIRMED should only happen after reception of a SIP 2xx message. However during call setup the following behavior is observed:

This worked fine with OCCAS 3.1.1 but not with OCCAS 4.0 and 5.0.
