ASDL Based Routing Is Not Working As Expected

Symptoms
We have 2 network elements, NE1 and NE2. The Remote NE for both network elements is the same, let's say REM_NE. The First NE (NE1) is a normal one while the second NE (NE2) has an ASDL routing action for ASDL1. While this Atomic action (ASDL1) is called, the request has to be routed through NE2 while other Atomic actions should be routed through NE1. This is not working as expected. Instead, while we deploy these NEs - the later NE is getting replaced by the earlier NE i.e. there is only one entry in tbl_clli_route instead of 2 entries.
