CCB - Unable to update an Account that has an Active Recurring charge SA if SA Type is also Eligible for Budget (Doc ID 1293574.1)

Symptoms

 When trying to add an alert to the Account, an error is encountered.
 

All SAs must have a budget amount.
 
When account is on budget, all eligible agreements must have a budget amount.
When trying to put account on budget or renew budget, all eligible service  agreements must have a new budget amount.
