Refund Is Not Prorated Properly For a Product Using TCF

When an account is created, it is created in the active state and prorated cycle fees are charged. The Telco provisioning framework then inactivates the account for provisioning, which creates a refund of the cycle fee. This refund should be prorated, but it's not. Instead, it's refunding the entire cycle fee. Logs from the account activation shows the call to commit customer, which shows the original charge (prorated) and the refund (not prorated). The product's proration is set for both purchase and cancellation.
