Symptoms

Occasionally, when Outbound Messages are sent from Customer Care & Billing (CC&B) to Meter Data Management (MDM), the Outbound Message fails to be placed on the integration layer JMS queue. This issue could surface during SA / SP Sync or during Billing Determinants requests. In the log files, the important messages from the CC&B and integration layer WLS instances are:
