SQL STATEMENT FOR LM_REPORTER_INSTITUTIONS IS USING WRONG DELETE NULL STATEMENT in upgrade script to Argus V6.0

After running the upgrade scripts for LM_REPORTERS_INSTITUTIONS from Argus version 5.1 to 6.0, we have noticed that we are missing data.
In the upgrade script SQL, the cursor 'cur2' is used to retrieve records to populate table LM_REPORTER_INSTITUTION.
Here is the SQL statement that has the issue:
SELECT a.reporter_id, b.inst_id
FROM lm_reporter a, lm_institution b
WHERE a.institution = b.institution and A.DELETED IS NOT NULL;
The SELECT statement only retrieves records for institutions in LM_REPORTER which have been deleted (A.DELETED IS NOT NULL).
